If the owner of land to be annexed requests the city council to waive the requirements of the preceding section, the city council may do so; provided, that, the owner of such land agrees in writing or otherwise assures the city council of the employment of a qualified engineering firm to directly supervise and engineer the installation and performance of all street, sewer main or water main improvements in such development. Such supervision shall mean the employment of a resident engineer to supervise and inspect all of such improvements as such improvements are being done.
