Complete Streets are streets designed and operated to enable a multimodal, context sensitive, framework of streets that provide safe, efficient access and use for all users. The Bellevue Planning and Public Works Departments will plan for, design, construct, and modify all City transportation improvements to provide appropriate accommodation for motor vehicles, pedestrians, bicyclists, transit riders, and persons of all abilities, while promoting safe and efficient operation for all users, as provided for hereafter.
