§ 28-136 LIABILITY OF OWNER AND OCCUPANT.
   A failure or neglect to comply with section 28-134 of the Bellevue Code shall give rise to a cause of action for damages in favor of any person, including the city, who is injured or sustains damages by such failure or neglect.
