All special assessments made and levied as provided in this article shall be made by the city council at any meeting by a resolution fixing the costs of construction or repair of such work along the lot or parcel of land adjacent thereto as a special assessment thereon, which, with the amount charged against the same, and the vote thereon by yeas and nays, shall be spread at length upon the minutes. Notice of the time of holding such meeting and the purposes for which it is to be held shall be published in some legal newspaper published or of general circulation in this city at least ten days before the same shall be held or in lieu thereof personal service may be had upon the persons owning or occupying property to be assessed.
