The public works director shall use his discretion to authorize any work under a permit required by this division to be performed:
(A) By the city street department and charge the cost thereof to the party who obtained such permit;
(B) By a contractor pre-approved by the public works director after demonstrating to the public works director such contractor’s qualifications to perform the paving, curb and sidewalk cutting, excavation and/or removal services described in this division, including but not limited to, having the equipment and competent workmen necessary to perform such services; and/or
(C) By the party holding such permit, if the public works director is satisfied that such party is qualified to perform the paving, curb and sidewalk cutting, excavation and/or removal services described in this division, including but not limited to having the equipment and competent workmen necessary to perform such services.
