§ 28-32 SIDEWALK BUILDING PERMIT PROVISIONS.
   No building permit shall be granted for the construction of a new building or for the addition of square footage to an existing building unless the building plans provide for the construction of a permanent sidewalk in the sidewalk space abutting or adjacent to the land, lot or parcel on which the building or the addition is to be constructed. The public works director or his designee may waive the requirement of this section on a showing by the permit applicant that the requirement of this section creates a substantial hardship under the individual circumstance and that waiver of the requirement would not have an adverse effect on public health, safety and welfare.
