All contracts for work and improvements to be completed by the city pursuant to section 28-29(b) hereinabove shall be awarded by the city council following bids taken in accordance with then current city procedures; provided, however, that the city council, may in its discretion, enter into a single contract annually for any such type of work to be performed in the ensuing calendar year.
