§ 28-13 OVERHANGING LIMBS AND BRANCHES.
   The owner or occupant of any lot, piece or parcel of ground abutting or adjacent to any sidewalk or traveled street or alley over which extend the branches of any trees shall at all times keep the branches or limbs thereof trimmed to the height of at least eight feet above the surface of the sidewalk and at least 14 feet above the height of the street or alley. Whenever the limbs or branches of any trees extend over sidewalks, streets, or alleys contrary to the provisions of this section so as to interfere with the lighting of the street from lamps or with the convenience of the public using the sidewalks, streets or alleys, the city administrator or his designee shall order by certified mail, the owner or occupant to cut or remove and dispose of properly such obstructions within three days after having received a copy thereof stating the height restrictions and stating that the city will do so and charge the costs thereof to the owner or occupant as a special assessment for improvements as provided in this chapter, if such regulation is not complied with.
