No person shall throw, cast, lay or place upon any street within the city any tacks, nails, glass, bottles, window glass or other article made of or containing glass and in case of an accident causing the breaking of any glass upon any such street, the owner or person in charge of such glass or the person responsible for such breakage shall at once remove or cause the same to be removed from the street.
