§ 28-6 OBSTRUCTIONS IN SIDEWALK SPACE, STREET, ETC., GENERALLY.
   No person shall erect, maintain or suffer to remain on any street or public sidewalk or on any portion of the area between the lot line and the curbline of any street, any stand, wagon or other obstruction injurious to, inconvenient or inconsistent with the public use of the same; provided, that a reasonable time shall be allowed to remove goods, wares and merchandise from sidewalks or streets while the same are being received, delivered or shipped.
