§ 28-3 OPENINGS AND GRATINGS IN SIDEWALKS GENERALLY.
   No sidewalks shall contain any openings or gratings unless the adjacent building is not accessible to vehicles at any other point. It shall be the duty of the owner of such building to which openings or gratings are adjacent to keep and maintain them in a safe condition for public travel.
