§ 28-2 ESTABLISHMENT AND CONSTRUCTION OF CROSSINGS AND CROSSWALKS.
   The city council may order and cause to be constructed under the supervision of the public works director such street, avenue and alley crossings and crosswalks of such material as the city council may deem necessary. When a petition for the construction of any such crossing by the city is filed by any interested residents of the city in the office of the city clerk, the city clerk shall refer the same to the public works director who shall investigate and then submit the petition, together with the director’s recommendation for allowance or rejection to the city council for final action.
