§ 27.5-144 ADDITIONAL RULES AND REGULATION.
   The director may make rules and regulations, which expand upon or add to the provisions of this chapter but are not inconsistent with them. Prior to taking effect, such rules and regulations, or any amendments thereto, shall be approved by resolution of the city council. A copy of such rules and regulations, with any current amendments, shall be on file with the director and the city clerk.
