Land development and significant redevelopment projects with the potential, as reasonably determined by the director in his discretion, to add pollutants to stormwater or to affect the flow rate or velocity of stormwater runoff after construction is completed must include provisions for the management of the increased post construction runoff in a post-construction stormwater management plan.
