Provisions for erosion and sediment control at construction and development sites within the corporate limits and within the jurisdictional area outside the city limits are set forth in the Manual, which provisions shall be deemed to control on all construction, development, reconstruction, redevelopment or any other matter or subject to which such Manual shall apply. In the event of any conflict between the provisions of the Manual, or any other laws or the provisions of an NPDES permit issued by the State of Nebraska, the provision that imposes the highest or most stringent or most specific practice shall prevail.
