§ 27.5-104 ISSUANCE OF GRADING PERMIT.
   If, after examination of the application for a grading permit, the director determines that the proposed plan will meet the requirements of this chapter and the laws, and if the NDEQ approved the NPDES application for the project, or fails to review and approve or deny the application within seven days, then the Permits and Inspections Department shall issue the grading permit.
