§ 27.5-83 DURATION.
   (A)   No permit (other than a grading permit) issued under the authority of this chapter shall be transferable or assignable to any person. Any such permit shall be valid only for the time indicated thereupon, but may be revoked at any time effective 30 days prior after written notice from the director.
   (B)   Notwithstanding any other provision in this chapter, all terms and conditions of any permit issued by authority of this chapter shall be subject to modification and change by the director:
      (1)   Immediately upon the existence of an emergency; and
      (2)   Whenever made necessary by amendment of this chapter or by operation of law; provided that, except in the event of an emergency, the director shall endeavor to provide the holder of a permit 30 days’ prior written notice of any proposed changes in the permit for such reasons; provided further, that except in the event of any emergency, that such permit holder shall be granted a time, as reasonably determined under the circumstances (without regard to financial hardship), to comply with any such requirements.
