No person shall throw, deposit, place, leave, maintain, litter, keep, or permit to be thrown, deposited, left, maintained or kept any pollutant, refuse, rubbish, food waste, yard waste, garbage, or any other discarded or abandoned objects in or upon any public or private real property, including any driveway, parking area, street, alley, sidewalk, or other location that may result in an illicit discharge to the municipal storm sewer system. Nothing in this section 27.5-61 shall be construed to apply to wastes that is located in containers protected from urban runoff such as bags, cans, or recycling bins, or to any city-approved wastes from construction that is properly contained or stored on the public right-of-way.
