(A) (1) The following persons shall be licensed to make sewer connections to the building drain, sewer stub, and public sewer and to make repairs, extensions, or alterations or [to] any stub or wye of an existing connection to the city sewer under the direction of the building official, wastewater superintendent or his/her designee:
(a) Licensed master plumber;
(b) Licensed journeyman plumber working for a master plumber; and/or
(c) Licensed sewer layers.
(2) (For purposes of this subsection (A), sewer connection shall mean the connection of any sewer joining at the wye or stub out or a tap of the sanitary sewer or manhole only.)
(B) All other sewer connections to city sewer mains, including those in the two-mile zoning jurisdiction, shall be defined as sewer taps to existing sanitary sewers. These connections shall be applied for through the Permits and Inspections Department, and connections to a depth of less than ten feet below grade shall be made by public works department employees only, using city equipment. Sewer taps at depths in excess of ten feet below grade will be monitored by public works employees, and city equipment may be used for the purpose of creating the actual tap. Taps will not be permitted on identical size lines, i.e., a six-inch tap on a six-inch line. Manholes or wyes will be the only method of connection allowed in such cases.
(C) Application to the Permits and Inspections Department for sewer taps shall include the location by address and the approximate time the sewer will be ready to tap. The owner or contractor shall notify the wastewater department 24 hours prior to the time a tap is scheduled to be done.
