It shall be unlawful for any person to discharge into the public sewers any substances which are deemed by the public works director or wastewater superintendent to overload or otherwise interfere with the proper working of the sewer or sewage treatment plant. Overloading shall be determined by means of flow or strength as determined by biochemical oxygen demand over a five-day period (BOD) or by laboratory analysis of a sample from the source of the discharge.
