Every connecting building sewer shall be connected to the public sewer system by a licensed master plumber or the layer and connected at the “wye” or existing building service line designated for the properties served. All other connections shall be made by city public works employees only, except where otherwise expressly authorized by the wastewater superintendent, and such connection shall be made only under the direct supervision and in such manner as he/she may direct.
