The city clerk shall have the duty of enforcing this article with the exception of the safety check of vehicles, which shall be made by the police department. Any order of suspension or revocation made hereunder shall be reviewable by the city council and mayor at the next regular meeting following suspension or revocation, if any interested party shall make written application for the review of suspension or revocation, by serving notice upon the city clerk within ten days after such permit holder is notified in writing of the order of suspension or revocation.
