§ 23-40 OPERATING RULES.
   Vehicles operated under this article and persons operating such vehicles shall be governed by the following regulations:
   (A)   No person other than the authorized driver of the vehicle shall be on or in the vehicle.
   (B)   No vehicle shall be operated at a speed in excess of ten miles per hour while actually engaged in selling.
   (C)   No sales shall be made to any person standing in the street.
   (D)   No sales shall be made within one block of any school while in session, nor shall any sale be made for a period of 30 minutes before the beginning of such school, or for the 30 minutes after adjournment.
   (E)   Except for the use of a horn for driving purposes, no vehicle shall use or have attached any sound device, flashing light other than brake or safety light, or any other device which has the effect of attracting attention of persons so as to announce the presence of the vehicle in the area for the purpose of sales.
