§ 23-38 SAME—CONDITIONS.
   No permit fee under this article shall be issued or any vehicle permit issued by the city clerk until the following conditions have been met:
   (A)   Safety inspection. No vehicle shall be permitted to operate hereunder until a mechanical safety inspection has been made by the police department, and the results thereof certified by the city clerk.
   (B)   Operator’s license. No person shall operate any vehicle hereunder unless such person is the holder of a valid Nebraska operator’s license.
   (C)   Liability insurance. There shall be filed with the city clerk a policy of insurance covering all vehicles operated hereunder in such form as the city clerk may deem proper, issued by an insurance company approved by the insurance commissioner of the state, and authorized to do business in the state, insuring the public against injury, loss or damage resulting to persons or property from the use, maintenance and operation of any vehicle operated hereunder for which such permit is granted in an amount of not less than $300,000.00 for injury to all persons injured in any one occurrence; and $25,000.00 for property damage in any one occurrence. In addition thereto, a separate policy of insurance shall be filed with the city clerk insuring the public against injuries or damage resulting from the use or consumption of any product dispensed hereunder. Such policy shall be in such form as the city clerk may deem proper and issued by an insurance company approved by the insurance commissioner of the state, insuring the public against injury, loss or damage resulting from the use or consumption of any product dispensed hereunder in an amount of not less than $50,000.00 for injury to any one person, and $100,000.00 for injury to all persons injured in any one occurrence.
