Consumption or possession of alcoholic beverages shall be prohibited in all city parks, park facilities and cemeteries unless a waiver of this provision is granted by the city council. The prohibition in this section shall not apply to the Haworth Park Campgrounds, the Haworth Park Shelters (provided they have been reserved upon payment of the proper fee) and the Bellevue Marina. This exemption shall be governed by the rules and regulations established by the police and parks departments for city parks, and by the rules and regulations established by the city’s contractor for the Bellevue Marina.
