No person, other than employees in the course of their work, shall ride or drive any motorized vehicle, automobile, motorized cart, moped or motorized bicycle on any footpath, sidewalk or any area other than the designated roadway for the use of such vehicles. Use of minibikes and like vehicles not licensed for operation on state roads is completely prohibited, either on or off roads, in all parks and playground areas.
