§ 21-13 FIRES RESTRICTED.
   No person other than city employees under instruction shall build, kindle or start any fire in any park or playground except where special equipment is already provided in picnic and camping areas for heating and cooking food, unless by special permission from the city fire inspector and the parks superintendent.
