§ 19-25 SOIL EROSION PREVENTION.
   On embankments within the city’s zoning jurisdiction, with a grade exceeding a three to one ratio, it is permitted to plant crown vetch, purpletop clover, redtop clover, snow-on-the-mountain, bishop’s weed or dragon’s blood to prevent soil erosion. This type of ground cover will not require mowing; however, all foreign-type weeds and plants shall not be permitted to grow when embankments have been seeded for erosion control. This section shall not diminish the chief building official’s authority to require retaining walls on steep slopes when there is a strong probability of bank collapse.
