The director of each of the city’s departments of planning, parks, recreation, and public works, the chief of police, and/or any officer, employee, or agent duly designated by the city administrator, and any other officer, employee or agent of the city under the city administrator’s supervision and/or health officer of the county health department shall take all measures reasonably necessary to abate nuisances of every description on public and private property.
