§ 19-7 RECOVERY OF COSTS.
   In the event any owner, agent, occupant, tenant or person in possession, charge or control of any lot or ground, or any part of any lot or ground located within the city’s zoning jurisdiction fails to reimburse the costs provided in section 19-6, the city may assess such costs upon such lot or ground in the same manner as other special taxes for improvements are levied and assessed; or the city may sue any such person or persons in any court of competent jurisdiction for the amount of the reimbursable costs under the terms and provisions of this article and may recover a judgment against such person or persons for the amount so due, together with the maximum amount of interest allowed by law.
