(A) The Public Works Department of the City of Bellevue is hereby authorized to establish traffic calming procedures and to undertake the organization and operation of a traffic calming program in accordance with this ordinance. The Department shall develop program guidelines that will ensure public participation and access to the program. Such guidelines shall state the means by which a resident shall request traffic calming services, the methods to be used by the department in advising the potentially affected neighborhood and the evaluation criteria to be used in measuring the relative benefits of each traffic calming program. The program guideline shall provide for contact in the neighborhood, ensuring community consensus, and public hearings and notices of construction.
(B) Traffic calming measures shall be in all cases designed to comply with recognized standards and practices of the Institute of Transportation Engineers, American Association of State Highway and Transportation Officials, and the Nebraska Department of Roads. Traffic calming designs shall conform to the latest edition of the United States Department of Transportations Manual on Uniform Traffic Control Devices and the Rules and Regulations of the Nebraska Department of Roads. All traffic calming measures shall be designed under the supervision of the Director of Public Works of his designee, who shall be a professional engineer licensed in the State of Nebraska.
