It shall be unlawful for any person to park or allow to remain parked any vehicle on Franklin Street, beginning at the intersection of Franklin Street and Mission Avenue and going north to the intersection of Franklin Street and 19th Street, after there has been two inches or more of snowfall, and such parking prohibition shall continue until the city has cleared the snow from the aforementioned portion of Franklin Street.
