(A) The city clerk shall keep and preserve the proceedings of the mayor and city council in two separate and distinct record books as follows:
(1) Minute record. There shall be recorded in the minute record the miscellaneous and informal doings of the mayor and city council.
(2) Ordinance record. There shall be recorded in the ordinance record the formal proceedings of the mayor and city council in the matter of passing, approving, publishing or posting and certifying to ordinances. Such ordinance minutes shall be recorded and spread at large in the “ordinance record” book on printed forms.
(B) In all cases, where single ordinances are introduced for the consideration of the mayor and city council, the city clerk shall cause to be introduced an appropriate resolution incorporating by reference the “ordinance record” into the minute record. The minute record shall contain no proceedings relative to the passage and approval of ordinances save and except the above resolution.
