Whenever the mayor or the mayor’s designated representative shall find that an accumulation of snow or other such condition makes it necessary to prohibit parking on the street or streets of the city, the mayor or the mayor’s designated representative may put into effect a parking prohibition on all of, some of or on any parts of the streets of the city. Any such parking prohibition shall be put into effect by the mayor or mayor’s designated representative declaring an emergency and by declaring that parking shall be prohibited on all or some of the streets, or parts thereof, that the mayor or mayor’s designated representative, in his or her discretion, shall designate.
