The mayor, with the concurrence of a majority of the members of the city council, shall appoint the city clerk and the city treasurer. One person may be appointed to fill both appointive offices, but such appointment shall not be considered as combining said offices. Such appointees shall hold such offices until the end of the term of office of the mayor by whom they were appointed.
