§ 2-166 ADMINISTRATIVE POWERS.
   The city administrator shall have the power, except as otherwise provided by city ordinances or state statutes, to:
   (A)   Direct the affairs of the city, including planning and directing and coordinating personnel matters of all city employees.
   (B)   Recruit, interview and test job applicants.
   (C)   Ensure all appointments are made on the basis of merit.
   (D)   Maintain a classification system for city employees and administer the pay plan.
   (E)   Keep records of all city employees.
   (F)   Ensure hearing to grievance procedures, promote training programs, and foster good employee relations.
