In addition to the annual permit fee, the mobile home park operator or owner shall pay to the city an inspection fee as described in the Master Fee Schedule; provided, said fee shall be charged per hour after the first hour the health officer is required to spend in the annual inspection of mobile home parks. Such additional hourly charge shall be paid before the permit is issued or renewed.
