§ 16-26 BYLAWS, REGULATIONS.
   The library advisory board shall recommend to the city council bylaws and regulations, or changes in bylaws and regulations, for the protection and government of the public library. The city council, before adopting any proposed bylaw and regulation for the protection and government of the public library which shall not have originated with and been recommended by the library advisory board shall refer such proposed bylaw or regulation to the library advisory board for its recommendations; and such bylaws and regulations shall not be adopted sooner than 60 days after a copy thereof shall have been delivered to the library advisory board.
