The mayor shall submit names to the city council for appointment to the library advisory board at least 30 days prior to the expiration of any term of a member of the library advisory board. All appointments shall require concurrence of not less than one-half (1/2) of the elected members of the city council. Nothing in article II of this chapter 16 shall preclude any member of the library advisory board from being reappointed.
