§ 16-6 PENALTY FOR VIOLATION OF REGULATIONS.
   Penalties imposed or accruing under any bylaw or regulation adopted by the city council may be recovered in a civil action before any court having jurisdiction. Such action shall be instituted in the name of the city. This remedy shall be cumulative of that provided in section 16-5.
