The city treasurer shall have custody of all tax monies collected, all penalties collected, and funds in any other way acquired for the erection, maintenance, or support of the public library. All such money received by the public library shall be paid monthly to the city treasurer. Funds shall be kept for the use of the public library separate and apart from the other funds of the city, in a fund to be known as the public library fund, and shall not be used or disbursed for any other purpose or in any other manner.
