§ 2-145 PROCEDURE OF CHANGEOVER IN GOVERNMENT.
   The change in office for city officers shall be made as follows: the mayor and the city council shall meet on the first regular meeting in December following the annual city election, and the outgoing officers and the outgoing members of the city council shall present their reports; and, upon the old city council having completed its business up to the preceding regular meeting, the outgoing members of the city council shall surrender their offices to the incoming members; and the outgoing officers shall thereupon each surrender to his successor in office all property, records, papers and money belonging to such successor.
