No permit issued under the provisions of this article shall be transferable and every operator shall notify the Permits and Inspections Department in writing within 24 hours after having relinquished proprietorship or having sold, transferred, given away or otherwise disposed of such interest or control of any rooming house, second class dwelling, hotel or nursing home and shall file in writing with the Permits and Inspections Department the name and address of the operator to whom proprietorship has been relinquished by sale, gift, or other method of transferal or disposition.
