The Permits and Inspections Department shall, whenever an application for rooming house, second class dwelling, hotel or nursing home permit is filed, inspect the rooming house, second class dwelling, hotel or nursing home within 30 days of such filing. Within 72 hours after the operator files an application for permit, the Permits and Inspections Department shall transmit to the chief building official a duplicate copy of the application for his approval. No permit shall be issued to any operator which would authorize occupancy of the rooming house, second class dwelling, hotel or nursing home by a larger number of persons than is permitted under the provisions of applicable zoning laws.
