§ 15-171 REQUIRED.
   No person shall operate a rooming house, second class dwelling, hotel or nursing home unless he holds a valid rooming house, second class dwelling, hotel or nursing home permit issued by the Permits and Inspections Department in the name of the operator and for the specific structure within which the rooming house, second class dwelling, hotel or nursing home is contained.
