The issuance of any permit and occupancy record card to any rooming house, second class dwelling, hotel or nursing home shall not in any way signify or imply that the rooming house, second class dwelling, hotel or nursing home conforms with the state building code or the building and zoning ordinances of the city. It shall be the duty of the chief building official to enforce the provisions of such building and zoning codes and ordinances. The issuance of a rooming house, second class dwelling, hotel or nursing home permit shall not relieve the owner or operator thereof of the responsibility of compliance with such building and zoning codes and ordinances and shall not relieve the chief building official of the responsibility for enforcement of such building and zoning codes and ordinances.
