No operator shall at any time allow a large number of persons to occupy the total of all rooming units, second class dwelling units, hotel units or nursing home units located within a rooming house, second class dwelling, hotel or nursing home than the maximum number of persons listed on the permit and the occupancy record card. No operator shall at any time allow a larger number of persons to occupy any individual rooming unit, second class dwelling unit, hotel unit or nursing home unit than the maximum number of persons listed on the occupancy record card for each such rooming unit, second class dwelling unit, hotel unit or nursing home unit. No operator shall at any time permit any person to occupy any rooming unit, second class dwelling unit, hotel unit or nursing home unit which is not listed on the occupancy record card.
