If any dwelling after the enactment of this chapter is moved from one lot to another or from its site of original location upon the same lot, or remodeled or altered, it shall thereupon be made to conform to all provisions of this chapter relative to and pursuant to dwellings hereafter erected, moved, remodeled or altered; and no dwelling shall be moved from one lot to another site or location unless the Permits and Inspections Department shall certify that such dwelling is safe and sanitary. For the purpose of this provision
REMODELED or ALTERED shall mean any structural change in the building or dwelling.
