It shall be unlawful for any person to maintain or use any well for the purpose of drawing therefrom water intended for domestic purposes without first having said well tested and inspected and obtaining and receiving from the Permits and Inspections Department a permit therefor or to use any well after notice from the Permits and Inspections Department to abandon, close or fill the well.
