Every habitable room shall have at least one window facing directly to the public street or alley or open air space of at least eight feet in width. The minimum total window area, measured between stops, for every habitable room shall be one-eighth of the floor area but in no event less than eight square feet of such room. Whenever the only window in a room is skylight-type window in the top of such room, the total window area of such skylight shall equal at least 15 percent of the total floor area of such room. Skylight-type windows existing on the effective date of the total floor area, shall be increased to 15 percent, but no skylight-type window shall be installed in lieu of a window where a skylight has not previously existed.
